The reason why these button cells do not work with AirTags isn't because of the bitter coating. In fact, it's because of an oddly placed negative connector inside the AirTag casing. Instead of being in the center of the casing where it can have better contact with the button battery, it's placed closer to the top.

If the former, you will need the original owner to remove this tag from their Apple ID. Unless they do so, you will not be able to use this tag as it will still be associated to them. I would think so as a dog can not turn off any tracking devices, but am still unclear. Also can an iPhone XR work with it.
